I believe it is from around the 1920s. A magnet does stick to the blades so I believe they are steel.
This fan is not running when I spin the blade it is a bit stiff and only rotates about 1/2 way around. It appears to be missing the oscillator arm.

Offered here is this nice 1920’s Emerson Table Fan Model 29646. This fan has been nicely restored some time ago and is in good working condition. Newer wiring from the head motor to switch base and cord to the wall plug. Runs great on all three speeds and oscillating good as well.
